PUBLIC SECTOR IN THE SUDAN
By ABDELMONEIM KHALIFA KHOGALY
This book is based on an academic study originally prepared by the author during his postgraduate studies in the United Kingdom. It has been updated to reflect the economic, social, and political changes that have taken place over recent decades.
The experience of Sudan’s public sector is especially relevant today, as questions about its role in development and its efficiency remain important—particularly in the context of expected post-war reconstruction, where the public sector is likely to play a major role.
The book provides a clear and accessible overview of the development and performance of public enterprises in Sudan. It highlights a key problem: the lack of clear and consistent objectives, which has led to inefficiency and overlapping responsibilities.
It also shows that performance should not be judged by profitability alone, but should take into account broader economic and social goals.
In addition, the book explains the main reasons behind the expansion of the public sector in Sudan, including land ownership patterns, related laws, the development of large agricultural projects such as the Gezira Project, and public ownership of key infrastructure like the railway system.
The book also discusses the ideas and policies that led to this expansion, especially socialist-oriented policies such as the nationalization measures of 1970, and their impact on the economy and society.
Finally, it offers practical insights for policymakers and development practitioners, with the aim of improving public sector performance and supporting sustainable economic development.
